RAILWAY negotiations.

Peking, May 13, 1909.

I fully share the view expressed in your telegram No. 92 of yesterday's date, that a general agreement between the three countries for railways in China would preclude us from continuing to give exclusive support to one particular firm. In such an event, the financial groups interested will have to deal with competition on their own initiative. In view of that difficulty, I would advise that the Berlin ncgotiations be restricted to the Szechuan extension, as regards which a satisfactory arrangement should, if possible, be arrived at.

I have discussed the question in all its bearings with Hillier, who is at one with me in the above opinion. He also fully approves of our endeavours to safeguard the extension beyond Ichang.
